Fleetway has fought Sonic multiple times to take control of the body and when he did he had a complete new personality and new mindset which is also further proven when he gets separated from Sonic
Semi counts, while sonic did transform, fleetway himself is a manifestation of the emeralds due to sonic being under intense stress. So while fleetway is a separate form, it’s still super sonic. But the entity “fleetway” is its own being that’s in control after manifestation.
