I don't know how Finian or anyone else convinced Clancy to appear as a VTuber. Twitch has been in a war against VTubers for quite some time. If it's by order of the CEO, it's up to debate. That said, if he came on good will and has seen the light of VTubers, there's a possibility of a lift on the restrictions VTubers are subjected while camgirls basically can get away with looser restrictions.
I wouldn't get my hopes up. This same Clancy is also still under fire for his blatant refusal to properly enforce the rules regarding hate speech and other similar rules; key evidence being Hasan continuing to go unpunished for all the TOS violations he committed this year alone, and the few people he does punish are only punished because it was demanded of him by the ADL and a Congressman from New York.
You clearly haven't been exposed to many company PR stunts after a major controversy huh? This is nothing more than that and honestly Lily and Filians attempts to keep a positive gateway of communication with the "CEO" is commendable but at some point it has to come off as pandering to a brick wall

As a vtuber, we do not welcome him we do not want him and after how many times Shylily has been unfairly banned why on earth would Filian force her to pretend to be happy at his surprise appearance!?
