They are interchangeable terms, but there are a few differences. Cinematographers operate the camera, captures images, may be involved in planning. DOP responsible for overall visual style, angles, composition, crew management and execution.

There is an old book "The Five C's of Cinematography". The 5 C's are Camera angles, Continuity, Cutting, Close-ups, and Composition.
