I do believe what he was holding up was cling film. It’s clean, provides a barrier and won’t leave particles in the burn site like cloth would. Not a first aider, just my thoughts.
I'm very dismayed about your recommendation to cool a potential fracture. If you assume a fracture, do not cool, do not apply ice. Cooling sprains and strains is fine.
