What was wrong with stringer asking Mouzone
As Avon said, Mouzone was smart and capable enough to figure out who his opponents were, track them down and finish them. From Avon's perspective, asking all that was insulting Mouzone's ability to get the job done which could reflect badly up in NYC, like they think NYC is incompetent, which would hurt the Barksdale rep, i.e. you think we're incompetent, but you called us for help?

Stringer was to formal for the game
It wasn't that he was to formal. Stringer towards the end wanted to clip everyone instead of thinking things through.
jay love nah nah fam, String was trying to do exactly what the CO-OP was doing before Joe was merked. He was on some business tip but so where the other top guys. Avon fucked it up being hardheaded and wanting to bang with Marlow and beef with Westside. String was playing both sides telling Avon 1 thing then trying to conduct biz so that when Avon came home he’d see that warring over corners was BS and to sit back and let the money roll in. It took Stringer maybe 2 whole episodes to break it to Avon what the real was and it never set well with Avon.
The problem with Stringer was he was playing the game both ways: trying to run things like business, but if something didn't go as planned, then he quickly went all gangster. Remember when Levy told him how Clay Davis outsmarted him? He had Shamrock hire two hitters to get Clay out of anger and embarrasment.

Correct. It was either give Stringer up or your word is effectively null and void to NYC, which carries way, way more weight than Baltimore ever will, and I say that with the utmost respect to B-More.

If Stringer was the 3rd party between Avon and Mouzone the whole time, why didn't he just set up a meet with brotha and say "we straight, your work here is done. You can go back to New York"? Fear Avon would find out he made a deal with Joe and traded territory for better product? Seems like Avon already found out anyways. If it was just a case of Stringer trying to "smart businessman" himself into a hole of away games too far to dig out of due to simple desire to be the soul entity running the drug empire, then he both grimey and kinda stupid when it comes to the streets.
Because he was doing it behind Avon's back. If he had done that Avon would know he gave the towers up.
Avon went to a third party to get extra muscle to control/keep the towers. Stringer was not the 3rd party. Check back to the episode where Avon's sister was tell Stringer that Avon was going to NYC to get that muscle.
