The strongest character in Berserk is Idea of Evil, who is literally a god in his world which the Hand of God obeys, including Void.
As for One Piece, everything is more complicated. Let's start with the fact that Gol D Roger is not the strongest in his verse. Rocks D Xebec was stronger than him, and so much so that Roger had to team up with Garp to defeat him. In addition to him, there is also Joy Boy, Imu sama and Ryuma, but little is known about their powers.
Roger had to team up with Garp to beat Xebec AND HIS CREW which was WB , BIG MOM AND FCKIN KAIDO...

Kaidou shun from saiki k. Should have been way higher on the list. Without his limiters, he could easily solo everyone on this list.

No offense to julio but voynage is right also the difference between The grand priest and the Omni king is the the power of destruction. The grand priest is one of the strongest characters in the verse but if Zeno lived a second past being attacked he could eradicate everything. He is still a baby in physical though. BUT even through that I don’t think he is the ultimate being, I believe Zalama is even though he isn’t even the oldest character as even Buu is older than him, But Zalama created super shenron meaning that he doesn’t have the wish power BUT he was so strong that to match his abilties the dragon had to be on that level meaning his ability is of the highest something that cannot be conceived something unreachable and of ultimate strength most likely giving the highest feat in every stat so if he is strong enough that the dragon was able to undo Zeno’s power and grant anything to everything then he is in my opinion, The ultimate being. Saikyō.

Misfit has statements from multiple characters to back at least 1 transcending layer between layer 0 to 1, with Author confirmation on Layers being infinite and holding infinite universes per layer.
Suspended world's only requirement is stronger characters can enter while weaker can't, that's not transcendence territory, as the power system for Slime neglects infinitely stronger etc.
If Veldanava was Outer himself like many Slime fans believe then there would never been a way to have him lose his powers or even 1 of his powers to create the world and exist in it at the same time.

First of all, Reinhard is actually 6-C, not 6-3, second of all, Kaidou Shun dosen’t actually have any powers because he’s a chunnibyou, so he shouldn’t be on this list at all, and Saiki should be in his spot because he’s the only real person with powers, and Tet shoul be at low 2-C.
