I think it only works on crouching opponents, and if you land a guard crush you force crouching.

Ive watched like 5 of his videos, why does sushi never use the command grab, like, ... ever? (the command grab followup after the wings move)

I'm no expert but my guess would be that long recovery on miss + his low base hp means that on higher lvl It's better to play it safe than risk half of your hp for a small command grab
