Selkie is the name of a seal shapeshifter from Celtic mythology. the villain is named Insmouth after a creepy town of inbreed fish mutants from the works of H.P. Lovecraft.
This is the first filler episode of the show. On the manga, after the events of 2x18, we jump straight to the events of 2x20. The point is that, these are 1-week mandatory internships where the kids are not supossed to face serious stuff, so other than Stain, everybody else pretty much didn't really had anything that exciting for us to see.
However, the story behind Tsu's internship did not came out of nowhere. On the manga, she mentions she helped in stoping some stowaways in her internship. The anime took advantage of that thrown away information, to actually show us this event in this episode. Filler, but kinda canon. I'm pretty sure Jiro helping hostages was also a thrown away line that they decided to animate here.
