I just bought some new lithops that are splitting and still have their old leaves attached. Since I just planted them and they have very small roots is it okay if I water them to encourage new root growth or should I wait?

When the lithops are splitting, you dont need to water. 😆
The new leaves of the lithops grow on the moisture of old ones. 🤭👍
