Alliteration is used when, if the same letter is used in the beginning of the word which lies in either starting, middle or in end for example Busy as a bee,french fry etc.. but here lep 'L' in "he'll" in end, In "lep" used in starting...so it is consonance 👍🙂!!

Yes, imagery can also be considered in this case but only when we are talking about the whole line "Merrily bouncing, down the street..." as the poet has given the visual description.
But in phrase "Merrily bouncing" Personification is used because being happy is a characteristic of humans.
