This is pure delight from start to finish. Roustabouts make me think of Edmund from King Lear: "As to the legitimate: fine word,--legitimate! Well, my legitimate, if this letter speed, And my invention thrive, Edmund the base Shall top the legitimate. I grow; I prosper: Now, gods, stand up for b*st*rds!"
Excellent Roleplay opportunities. Also you could use this as a stand in for a zero level type class like DCC. I just might try that. Roll up 4 of these guys and like DCC use the background as key. Heck, you could roll the DCC background table for fun too Then after first level choose a class, or keep going! Now that I think about it, might make an excellent halfling starter class by using Surprising Guts!
You totally could! There are options for 0 level characters in the core rules though that function similar to how you describe them here. At the end of the day, do what's most fun for you since that's the ultimate goal!

If you can keep your Roustabout alive at the lower levels it'll kick a$$ the higher levels.
I think it allllll depends on those talent rolls. A few 1s and 12s would certainly help!
