I just got my pc with rtx 4070 and Intel i7 14700k and the build cost around 1.75k that too without monitor .... If you have a budget of 1.5 I'd suggest you to go with 4060 but tbh it doesnt have that much price to performance ......but If you can you should increase the budget a little more ..... or you can do cost-cutting in parts like ram, nvme etc but that will lead to bottlenecking..... so it all depends on your use ..... if you want to do just gaming .... you can find a good pc in 1 lakh as well ..... I built my pc mainly for video editing, 3d and animation and gaming, livestreaming & content creation.......

Getting Ryzen 7 7800x3D makes no sense, go with 8th gen Ryzen CPU if you don't need a GPU and want a good cpu+GPU combination in one
