Creon was not a tyrant and his refusal to bury the dead brother was an ethical act as well, to recognize that the brothers had violated fundamental laws of the city, just as their father had done. Creaon didn't even want to rule but Oedipus's misrule thrust these problems upon him. To miss this is to make Antigone's choice as trivial. She accepted her violation of a sacred law as grounded only in her choice not in some higher morality.
