At 19:00 I don't think Sevika was with Silco yet. I've read the scene as her being dissatisfied with Vander's leadership and just now looking for a new leader(Silco)
You’re probably right. We only see her with Silco later on and based on Vi’s reaction (calling her a traitor) she probably switched sides not too long before the events of episode 3.
11:00 I would say this is just aesthetics, considering the dialogue from when Mel suggested adding Jayce to the council. I'm too lazy to go check if there was two empty seats before that. EDIT: 21:04 They added two.
Good eye! I didn't notice the fact that the seat wasn't there in that previous scene, so you're probably right. Still think (and hope) we might see Camille in season 2, but who knows.
