As I recall Alice met the hookah smoking caterpillar when she had shrunk and was about three inches tall. The caterpillar was sitting on a mushroom - and eventually tells her that taking a bite from one side of the mushroom makes you bigger and taking a bite from the other side makes you smaller. So although he wasn't a particularly friendly character he does point her in the direction of the mushroom and thus would fit as a drug supplier.
The song references both "Alice in Wonderland" where many of the characters are playing cards and its sequel "Through the looking glass" which is more based on a chessboard with chess pieces such as the white knight. It is actually the Queen of Hearts in ""Alice in Wonderland" who is constantly calling for people to be executed by saying "Off with his/her head". The Red Queen is from "Through the Looking glass" and is a very different character. However many of the films and other portrayals conflate or confuse these two characters so the song confusing them is not unusual. In slang "To be off your head" means to be intoxicated or high, or sometimes just to be crazy.
I think the song is about feeding your imagination and read books like Through the looking glass or have some experiences, maybe drop some acid perhaps.

Seeing this live back in the day was Spine Tingling, the other comparable feeling was seeing Steppenwolf do the Pusher live back in the early 70s , music hit quite hard in those days.
