You would be correct. The population of Edinburgh doubles during the Fringe with people from all over the world coming to see it. The residents, on the other hand, have seen it all before and still work in the city or stay in their homes in residential areas away from the hubbub of the old town. That doesn't mean that residents don't visit and attend the Fringe, but just that they have no need to sight see the town while they do it.
