does delta have modifications with the ability to program on structured text?
Depends on PLC (some of them has) and software. You can test - software is free. WPLsoft (don't recommen to use this...), ISPsoft (for PLC) or DIAstudio (all in one, like TIA portal). For DIA studio you need to register but it is still free.
