Yes, you can study up to C1 before coming to Germany. Just make sure the certificate is recognized in Germany. The FSP can be attempted as many times as possible, but the Kenntnisprüfung has a limit of 3 attempts. All the best.

No, working on a language visa is not allowed. A blocked account or sponsorship letter (Verpflichtungserklärung) is required

I attended a language school in Duisburg called L.A.N.E.S. The learning process actually doesn't stop. I still learn new words/phrases everyday. :)
