The State of Defense bookcase can be completed earliest at the Enlightenment Age, which unlocks the capstone, which costs 300,000 oil. The most you can hold in the Enlightenment Age is 100,000 oil. The question I ask of you is, what is the earliest age you can rescearch the State of Defense Capstone? Other than that, I would like to thank you for your content. You can work on State of Defence last research (the one that cost you 300k oil and gives you an extra bunker) when you are in Atomic age, BUT only if you pick the Notredame wonder which decreases the chapters cost by 10% which means that the cost of the research goes down to 270k oil. When u max your oil refinery, you have 265k oil capacity, and if you also max all your oil wells levels you will get to over 270k oil capacity in Atomic age as the pil well will have an increased oil capacity. I am 99% sure about it. I haven't upgraded it my self on my lower bases but mathematically it works lol
