अमेरिका जैसे बिका हुआ देश भी इसी नीति के आधारित काम करते हैं/करवाते हैं। भारत को अच्छे रिश्ते बनाये रखने होंगे और बॉर्डर को अच्छे तरह से सुरक्षित भी रखे रहना चाहिए, वरना बहुत बिपत्तिजनक आभास हो सकती हैं।

1999 में पाकिस्तान आईएसआई प्रायोजित पांच अंतकवादी इब्राहिम अख्तर, शाहिद अख्तर, सनी अहमद, जहूर मिस्त्री और शाकिर काठमांडू-दिल्ली विमान आईसी 814 को हाईजैक करके तालिबान-नियंत्रित अफगानिस्तान के कंधार में ले गए थे। जिसमे तालिबान ने केवल अपनी सकारात्मक भूमिका निबाते हुए पाकिस्तान आईएसआई प्रायोजित आतंकवादियों और भारत सरकार के बीच एक समझौता कराने की कोशिश की थी ताकि भारतीय नागरिक सुरक्षित घर लौट सकें। तालिबान ने पाकिस्तान आईएसआई प्रायोजित आतंकवादियों को धमकी भी दी थी कि अगर भारतीय नागरिकों के साथ कुछ भी किया गया तो हम बाहर निकल जाएंगे और भारत सरकार को कार्रवाई करने की खुली छूट दे देंगे।
