This is diesel car engine heating element fixed inside the diesel engine just like diesel injector. This heat the engine before starting of diesel engine.
If i use x4 glow plugs with a car battery and a solar panel on a thermostat temperature sensor will i be able to easily get to 30-33 degrees Celsius Bearing in mind im going to be warming about 300-400litres not bothered if it takes between 1-2 hours

Any car garage/motor mechanic or spares shop. I wouldn't bother tho, it's a scam, would take an awfully long time to heat just a small amount of water using 150 watts. What you want to look into is magnetrons, vacuum tubes and transistors. In other words current amplifier, and if you can grasp what that means you won't be wasting time with these sort of jokers :)
It's a glow plug. Certain types of Diesel engines use them to pre-heat the combustion chambers of each cylinder for cold starting. I think they are actually a great choice when you want something simple, inexpensive, effective and most of all something that runs on dc power (being 12v dc makes it even better as it's a very versatile power source) to re-purpose as some heat source such as to boil water in this case. No tedious assembling of complex electrical components it's that sweet spot between relly quick and easy and something that still works well. I would personally take 4 ( a set for some 4 cylinder engine for example ) might even get some used ones laying around in a workshop for free
