First file RTI to obtain duplicate copy of ST certificate of those persona whom you doubt and then later file FIR against those erring officers, government employee and family members involved in the process to obtain ST/PRC certificate through fraudulent means and lastly file for the cancellation of their certificate to the concerned department as district collector/tribal affairs...
