It's because it's right next to the lake (humidity). I think that is the bigger factor. Also, the pollution of the city combined with pesticide air drifting over from the west coast going eastward. There's a lot of homes that may have mold in them too. And can't forget allergies - for some people it results in that same kind of congestion
