You'd have to extensively modify the arcade hardware and the game itself (or at least the sound routine) in order to be able to play music AND sound effects at the same time. I don't think the original sound driver would be able to cope with the sheer complexity of the tune, so you'd be better off basically remaking the game (software and partially hardware) from scratch tbh.

God dang can you imagine if this was the music to a slower version of Pac Man... We need a ROM hack. Bet I know an arcade that would install it.
