You cannot just start demolition without educating people on not what to do or build, where to build, how far to build. The country is not planned this is the wrong move, a key example is these new towns that are being build, they let any fool to build an estate without considering the basic needs of that new establishment, no recreation centers, absolutely no zoning and so on. A government that cannot provide basic constant supply of water and electricity, should not be worried about structures encroaching on the road. You plan a road by first planning about where water goes... This would have been great if people new or were educated as to what not to do, and was enforced.
