Why shouldn't we use common reference data set for the cost accountant role?

1. Common set by definition is considered common. Entities defined under common set such as cost elements are by definition available to all cost organizations.
2. Therefore, cannot assign the Common set to cost organization. If you do not want to define unique set for each cost org, then use Enterprise set for all of your cost organizations.
