to get all those eevees is simple all you have to do is either use a cheat or download fire red and leaf green then get both eeves within the games then trade both of them to emerald and breed them to make eggs once you have the eggs just put them in your party and run around until they hatch to get baby eeves :) and keep in mind that once you evolve an eevee they will not learn new moves... and lets say the perants of the eevee know the moves: HYPER BEAM, then the baby they have will have the move hyper beam already even if they are level 5 :)

No. In Pokémon X and Y you evolve them by Super Training. If your Eevee is level 2 or over at night and has completed Super Training, it evolves into Umbreon when leveled up. This is the same thing with Espeon but you evolve Eevee into a unfortunate Espeon in the day time.
