We had been to Manali in the month of February 2022. Overall cost including, to and fro travelling from mumbai to manali and back, hotel, vehicle rent, food etc, it costed us around ₹9000 each

For senior citizens, I would personally recommend to travel in 2/3 Tier AC class, pretty comfortable. Journey to chandigarh from Mumbai takes at least 25/32 hours, so plan accordingly.

If we talk only about the traveling expenses, it was roughly around 3k PP. This includes Mumbai to Chandigarh train + Bus from Chandigarh to Manali and taxi from Manali stand to Mall road.
