It's by the same Developers. My understanding is that the only reason it isn't an L4D sequel is because the license is still with Valven but the devs are with Warner Bros. Interactive now.
yes. some things are different and in my opinion there is room for approvement but its a solid and fun game. especially with friends.
Spiritual sequel. They can’t bring back fan favorites anymore, but the plot I think is them fighting back after the survivors have rallied.

Pretty much, it was made by some of the guys who worked on L4D2. It has similar mechanics but they changed somethings such as added a card system that gives you buffs and debuffs, characters now have passive strengths for their character, weapons now can be modded and they have rarity, their is aiming, and you now have ammo that is not tied to the weapon. Game has been pretty fun for the most part and much like L4D2, randos are pretty much a mostly miss but sometimes...rarely, a hit so it would be good to actually have people you know to play the game.
I really love left4dead, I'm looking forward to buy this game too, after payday2..
