I mean that's essentially the case with a Superhero society.
If Superheroes exist, superpowers exist. If Superpowers exist, then supervillains exist as powers exist regardless of good or bad- so you will end up with both: heroes and villains.
The only exemption to this are stories like The Boyz, where the superheroes themselves are the villains rather than typical supervillains existing. This is because superpowers exist not naturally or even scientific accidents, but on purpose via specifically targeted experimentation by an organization. Therefore the bad guys are inherently the organizations, and the "heroes", they end up creating - ala Homelander.

To be honest this story just sounds like
"Batman retired, the villains did too, batman came back to deal with a very specific gang, the villains then came back for batman making things worse."
Batman needs to retire, he is the cancer that is Gotham. He doesn't realize he's just as much of a villain as the rest of his gallery.
