A simulator game set at pre-disaster Black Mesa would be cool. Extra points for being in VR; Portal has one with The Lab, so Half-Life should have one :)

If I were to make a fuller version I would try to get the voice actors (maybe even the HL1 ones and new ones) to come back and record new lines for other events that don’t happen in the game, like eating, laundry, riding/waiting/boarding/disembarking for the train or elevator, more casual conversations etc. And of course I would work with a team to expand the map.
fun fact: at 3:51 you can press use on the red box with the pipe, which pumps the bullsquid (may require saving and reloading, as this room can break easily)
These pre-disaster maps are always a pleasure to have a look at. It's just a shame that it's hard to script stuff for custom activity. Actual conversations, people going from here to there and so on. Maybe one day...

Government agencies do internal illegal shit all the time. It's simple. If you're in, you have a vested interest to continue the illegal operations. If you're not in, then you have no access, no security privileges. It's that simple. You don't get to work high up in the CIA by being a whistle blower.
