I think the difference is that DIO is a vampire and Diego is a human that's probably why DIO can stop time for more seconds and as he said eventually he would stop time forever it is probably because timestop actually doesn't have any limits but rather it depends on the stand user. Jotaro said that he can't hold the timestop in part 6 so it is probably dependant on the stand users stamina.@@Timeliness_Is_Only_Mine
