Yes, this still could be considered fusion but to me its different since he doesnt get a new name or personality.

They just gave UVB everything they could muster in their imagination. Locking rush, green card counter on EVERYTHING and drawing a blue, destroying cards on ultimate which is also a ballistic nuke and does AOE, he also restores vanish when he kills a unit. When you write it down, it sounds even more ridiculous.
I always wonder why people spam rush or anything else after they're done being combo'd and it actually working is surprising. Full-range strikes also having a chance of sucess for some reason is luckdepended. The risk of being punished by it is 50/50, not more or less. 6:07
If you want to truly make him look impressive run him on LOE with revival frieza and gofrieza. I got rank 200 last season running this team and it's one of if not the best team in the game. The whole build is just get multiple priorities with hyper juiced gofrieza and nuke everything in existence. The 2 revivals means you get 2 or more extra chances to gain priority. Piccolo and rev frieza feed greens to goku and he just combos forever. And after he goes orange piccolo is even better for getting priority with his green card counter. He's not meant to carry, he's a great supporting member for the main unit you're running. The 2 main things that really hurt this character other than the fact that his damage reduction isn't good enough( should've had higher defensive stats like 190+ to both defenses in orange and I think his damage reduction might be bugged in general cause from my experience he actually takes more damage in orange form for sime reason) so he's way too squishy. His pre revive main should've given a larger heal like 25% or even 30% to allies considering that it doesn't heal himself and the damage buff should've been without restriction to all allies and should've been 20% instead of 15. Final thing I'd fix about him is change his fckin element. I don't understand why they released him as a green unit at all. He definitely should've been blue in my opinion. he would actually be in a much better place on release cause ever since before this guy released, every match has 2 purple characters and that really hurts him. If he was blue he would be in a much better spot in this meta. I hope they give him an early plat like they did with G4 in the 3rd anniversary. They should've buffed him on release but they didn't even though he's on the same hype level as gofrieza and vegito blue. He really should've been better. i pulled every new character this year so far (not a flex it costed me dearly) and the team i use for fun is orange piccolo on universe rep but with yellow jiren instead of goku freiza because it’s just a bit more fun, the team is literally unkillable, so much healing lmao

I think the qualification is if the character actually changes apperence/gets a different name. Piccolo is still piccolo, Metal Cooler is still Metal Cooler, but Uub turns into Majuub and 17 turns into Super 17
Technically you could give it to Kami since he does tell Goku in OG DB that he and Piccolo were once a single being, implying a kind of defusion happening.

But in that case he should be a fusion character as well, but legends has its own agenda so we might not see that anytime soon.

when ssbkk came out nobody used his strike seal on entry as a conver change mechanic. it’s the exact same thing except it activates on leaving. it’s a trick mechanic where you can move to mid range then switch out to tackle and the enemy can’t counter it unless they are OP or UVB
