So I can't quite remember but I think Bobble appeared as an actual physical entity in SCP-1730 so it's possible he lives in that dimension and just broadcasts himself to our dimension.
Fun fact, SCP-993 was once exposed to SCP-3922, a cylinder that causes a group of individuals with overpowered weaponry to enforce moral standards onto offending characters within TV shows and movies playing on nearby screens. Bobble proceeded to defeat them all with a slingshot.

If an Scp is classified safe it means that they're easy to contain but they aren't exactly "safe",Euclids are scps whose abilities aren't full explored yet,or their behavior is unpredictable and they can be used against other scps,While Keter scps are hard to contain

Depending on where you are hit, the first blow doesnt have to be lethal. Just enough to induce shock or incapacitate in some other way. A blow to the front of the neck comes to mind.

Keter-Class means it is loose and cannot be contained.
Euclid-Class means it is contained, but poses risk of Containment-Breach under its own power.
Safe-Class means it has been truly, safely contained and insulated from normal human life.
@@BlitzkriegOmega not quite right. Safe Euclid and keter represent the level of effort required to to contain an anomaly. Safe class are easily contained. Euclid means much more effort is required. Keter class means it is extremely hard or out right impossible to contain the anomaly

Again - Classes doesn't equate to danger and they never did. They mean how easy is to contain something with Safe being extremly easy to contain, Euclid being unpredictable, Keter being extremly hard to contain as well as requires too much resources to do so and Appolyon being completly uncontainable
