It took me a while to realize that there are two characters talking to each other in first chunk of the song. One is an arrogant human (higher pitched voice) and the other is Time (lower pitched voice). Both declare themselves to be the ruler of everything at the start of the song, but then Time puts the human's ego in check. After that, the fast voice gives a word of wisdom not to freak out about the passage of time and just enjoy being part of a great never-ending cycle.

its why we should live our lives best we can, why waste our (heheh) time, trying to stop or slow, or mess with time, when we can enjoy what we have, and who we have around us right? just enjoy our lives best as possible, give up on trying to make things never end, and move on from the things that harm us or put us down, and just smile, and enjoy the little and big things we have in life. we all are going to die one day...and sure...we may never do everything we want to in life, or feel we're going to die too soon. but instead of worrying how and when it will end, we should enjoy what we have, and who we have in our lives, and try and show them the same way to enjoy and worry less. sure therse always things to worry about...but our end, the time it shall take, shouldn't be one of them, never worry about the inevitable, just worry about what we CAN change, and enjoy ourselves changing things for the better where we can, and even just the small moments. death is inevitable... and we mourn losses all the time...but many forget to remember the good times, and enjoy those memories... in the end, time, will change all, end all, and end itself even, all in one second if not less one day... have a good day, and enjoy your life, I hope all goes well, and even if it doesn't, remember all the good things you HAVE experienced, treasure them, for they COULD be all you have one day.

Don’t know if anyone will see this since I’m just finding memes of it but my take on the song is that it could be viewed from 2 perspectives. The first being the perspective of being a person who lives a normal life being slipped into a “trance” of materialism that makes him think that owning nice things and having a standard nice life are important things on the surface but struggles with his inner voice telling him that everything he does is completely pointless because of the never ending march of time and it slowly eats away at him as he realizes how fleeting life is and that he could take on at any time. As the thought of this drives him insane, he begins to realize how unimportant his life and everything else is but also comes to think that being afraid of his life being worthless shouldn’t really bother him because it’s not like any of it concerns him personally anyways since he will die long before everything, if it ever does, stops and so he goes back living normally, presumably to go through this loop over and over in his life or perhaps it is signified that all throughout time, with sentience comes with this dilemma.
The 2nd perspective, which I believe to be around the second half of the song itself, is from the perspective of time itself being personified announcing it’s awareness as its ruler of everything because it has seen everything rise and fall. Since nothing can outlive time because nothing can be without time having started, I think it becomes a lot more complex and is aware that it’s existence alone being unstoppable is what makes it the ruler of everything. Near the end of the song after the lyrics stop, you can hear a sight rewind “ahhh” sound which I believe to be time “restarting” itself for lack of a better term. As in everything just happening again just as it once did all within times grasp, therein which the first part of the song will once again continue to repeat all throughout time.
