You don't need to get the Red Star Rings or do the Main Quests (at least, you don't have to do Omega's). I was able to access the Secret World without having done Omega's Quest or getting all 25 Red Star Rings in Radical Highway.
Actually, because of doom being there, I’m just telling you. I think this is the world that you get doom shadow from actually, if you think about it, it’s the complete same so yeah, they have just removed the Doom shadow and just put it the same map lazy

you dont need all quest done and all 25 rsr to teleport into that secret world
I tested if it works without completing every main quest,red rings and 100% and it was there
