Charging sooner wouldn't save time, and it was best to leave it as late as possible to reduce the effect of any small vacuum leaks that may develop in the course of a match, and to avoid the tiny chance of a very severe impact during teleop inadvertently triggering the release mechanism causing the robot to overextend outside the hangar area. There is a rule that says the robot can't start with stored vacuum energy, but vacuum energy can be generated at any time during the match.
