In Inkscape 1.3, the Scatter extension has been renamed to "Distribute Along Path" and is still located under "Generate from Path."

Yep. The name has just been changed to "Distribute Along Path."
It's going to take me years to understand how to use this program.
There are definitely a lot of things to learn, but fortunately, you'll probably never actually need most of it, and there are usually several ways to do the same thing.
