Smuggler Blood Feud

As you may have noticed, I do every companion quest the instant it becomes available. So why is it that between the end of Chapter 2 and Belsavis, Corso has a mission to Balmorra where the Resistance is still sneaking around and attacking from the Empire from the shadows? By the end of the main stories on Balmorra, and especially after the bonus series, the Empire has barely anything left and the Balmorran resistant has set up the new Government.
In Zenith's companion dialogue up to the same point, he's already focusing on becoming opposition leader so that the new President has pushback... you know, in democratic elections. He mentions that he even has competition for the spot and that Balmorra has control of its own prisons. By the end of the Belsavis story, he says election season is heating up.
I could understand if some Imperial holdouts were still running defense, but there should be no reason for the Balmorran people, formerly the Resistance, to be sneaking in to steal blasters or arguing over who gets them... they have control of the factories, and the planetary government. If they find out where Imps are hiding they can tell the Defense Forces or the Republic troops, and if they want blasters they can just wait for another shipment to come off the assembly line.
