Reading this book sometimes reminds me of reading Hans-Hermann Hoppe, replace “self-determination” by “secession” and the rationale is the same. Wether it’s possible to a village to secede and become a country apart from Liechtenstein, and still none have done that, this Monarch achieved the otherwise called Utopian libertarian anarchy, if not the rule set of libertarian ethical axioms, certainly same ending achievement of liberty, and the reason why there is still “something” called a state it’s clearly a consent and legitimate sort of state, at least in Prince’s own definition of state which is a delimited territory. Otherwise (if not consent, not legitimate) one would have seceded. A couple of people shall never protest “end the state” or “I did not sign the social contract” because actually they can just opt-out Liechtenstein state and secede.

I think his points about localized control, decentralization and secession is more important. The early european democratic proponents like Rousseau did only consider democracy workable in smaller communities of up to population about a thousand. This way people can observe and control others so as to not loot each other through politics. When you go to mass-democracy with millions of participants this direct control is severely diminished or eliminated entirely.
I like decentralisation but why only go as far as the state or village level rather than going all the way to the individual level? To a degree one could argue that the US was quite close to decentralising power to the individual level in the late 1800s to the early 1900s. At that time government spending was less than 10% of gdp and politicians pursued relatively laissez faire economic policy. There was no income tax. The first regulatory agency only came about in 1887. That period produced Edison, Tesla, Wright brothers, Carnegie and Rockefeller. The first skyscrapers, radios, telephone, trans-continental railway, record players, light bulbs, roll fill cameras and electric power came about during that period.

It won't be "dumb down" the public as there is robust, ongoing debate over several months; the legislature can put forward a "counter-proposal" - the "compromise"; the Prince gives his advisory opinion. Also, who is to say what is "foolish"? What self-evident, universally agreed upon criteria? If it is, repeal it. Switzerland - another constitutional Republic - is a symbol of stability - as the Prince points out, the petition process promotes decentralization/competition between jurisdictions.
why did the hoover institution ask about foreign policy? That's one of the most amazing feats of this small nation. the fact that they have no standing army yet lead peaceful lives with no fear of terrorism or nothing. I'm a firm believer in non-interventionism and they have proved my viewpoint. But I get the feeling the Hoover Institute was avoiding that intentionally.
