It's MOSTLY Earth changes enacted by the Sun. (And, where the Earth/Solar System is in the Galactic Sheet.) But... Yes, there is weather mod, its been used since the Korean War. Now, instead of seeding the clouds they're using electricity to do some manipualtion. (Some good and bad science if you look into it.)
