It's the intro of a type of Hmong folk song (kwv txhiaj).
The correct way of saying it is:
"Ua cas xyoo no... os... ntuj os luag leej tub os luag leej tub e... om."
But I change it up and add "Xab yeeb xuam phooj ywg."
It is a very popular phrase/term used in kwv txhiaj.
Meaning: A person you once loved but didn't get to be with. And you still treasure them very much.
This song is about letting go and wishing them the best.
