You should only go to architect for Architectural Plan not for anyother design. For design of Steel for residential buildings one should only Go to a Civil Engineer. Architect have no understanding about load and Stress distribution. It is not the part of their course.
And M25 is a design mix and cannot be provided in residential buildings. Maximum grade for residential building is M20. (1:1.5: 3).
While Slab Casting the steel should not be provided with the thumb rule. It must be designed as one way or Two way slab. You can use 8 mm bars only in case of one way slab for distribution steel but, Engineer always recommend 10 mm bars (Minimum) for slab Casting.
Foundation depends upon the Properties of the soil and its type. And Soil test must be done before deciding type of the foundation and Depth.
4' to 5' depth is Generally taken as a thumb rule for residential buildings upto 2 stories.
And at last let me correct you Structural Engineer is a Civil Engineer (Civil Engineer is a Mother Branch), Respect them.

If there is any big stone found in footing at 2 feet. Then it should be removed or kept as it is. And it's depth keep 2 feet. One engineer told me natural support of stone is good than concreet. So stop digging.
