As I remember correctly these are the foot soldiers of the Red Shadows , a group of warriors/pirates formally lead by Baron Ironblood, and now lead by the Black Major. In the Action Force continuity Baron Ironblood betrayed the Red Shadows organization and made reshaped it into COBRA and himself into Cobra Comander. What was left of the Red Shadows is controlled by the Black Major. Of course, he doesn't exist in the American toy line until recently.
This figure lacks some paint, the buttons needed to painted and there should have been some painted details on the legs to add some more color and to break up all the red.
