Sometimes This game feels extremely unfair. I have lost lots and lots of matches where I was the only one making specific strategies and nothing else, still not getting any heroes, and coming last while the other 3 players were making some other same strategies and still being able to get 3 star heroes. I just don't understand why the game is not offering me a single hero of my seanergy up to 5 refreshes while it says 40% chance to find a rare hero, and I have 3 rare heroes of the same seanergy, which are not even level 2.

You have to refresh the shop by buying the heroes you don't want and selling them. If you wait for one hero then you won't get it
