Rugal's close stand C was always cancellable though on the second hit. A clear example I remember was me doing a combo in a casual match over a decade ago against an old friend (around the 3 : 48 mark).

I think we're getting him for free because he was supposed to be in the base game, data miners found his name and icon in the betas. I guess SNK weren't happy with him and held him back to make sure he was done right, which is fair play, don't release something till it's ready.
Only his code name was found in the second beta while we got his concept art and icon from the final game just throwning it out there
