Just because a price tag is a price tag, it doesn't mean that it's that exact value and so many people misunderstand this concept in SO MANY AREAS, it's ridiculous. Be it cars, houses, clothes or dishes... people just go by the price tag and most of the time have no idea about the actual value or worth of the product they are buying and it's really annoying because the most obnoxious people are usually the clueless ones who can't see past that price tag if their lives DEPENDED ON IT.

I will say, the $18,000,000 has probably several hundred diamonds of a very high quality and probably took several years to find ones that all had the same color and quality. Those diamonds could easily be 10,000-30,000 a piece. That principal cost plus the time and effort to find the rest of the diamonds, etc.
edit: Just want to add that most jewelry that is covered in diamonds, the cost of the diamonds are usually fairly cheap in comparison. Usually anywhere from $15-150 per diamond
