As of January 14/23 patch 1.61 on xbox (latest at time) it wasn't there for me either but I ran around that same block and found the capacity booster, the stamina booster and the oxygen booster all randomly in this tiny area. I believe they are random but I also believe this area has an extremely high drop chance. Thank you! Now if only I could find the health booster...
