Yes you can simple need to create a new Google play account during using vpn in Japan, create new account a connett PayPal
For the NA this is not a problem only because 5 months ago play store release fgo na for every region

For me the problem is fgo jp still ties back to my US google play account even when I have the jp play account signed in and the VPN on. Can't seem to get it right

buy the sq and after this fgo remember the google jp account
after this you can put back all you account
