even at level 5(assuming akalis 42 mr), an abyssal would be worth roughly 13 magic pen, so more than boots or any other pen item, plus all the tank stats, then any flat pen is worth even more, there is literally never a time where abyssal is too early.

Vex would also be a pretty decent sub in since her ult could arguably make her the most frequent flier.
@@MyMori There's is an argument there, although her ult has a smaller range until level 16
